Status Quo of Constitutions :
Constitutions are virtually invisible behind complex legal systems. These legal systems are optimized to saveguard existing power- and economic structures, while they are not optimized to provide "justice" for the citizens.
The average citizen often has no real chance to obtain the rights granted in the constitution due to all the laws and legal system bureaucracies standing between him/her and the constitution.
Although many constitutions originally were composed with good intentions, they often proove ineffective in maintaining these intentions for the sake of the average citizens in every day politics (Quote: "The road to hell is paved with good intentions.").
